Digital Services Act

Shotbolt Link lets people share captures as links. Under the EU Digital Services Act (Regulation (EU) 2022/2065) it is a hosting service. This page explains how to reach us and how we handle reports of illegal content.

Provider: Shotbolt by Breukr, based in the Netherlands. Email support@shotbolt.app.

Contact point for authorities

Authorities of EU member states, the European Commission and the European Board for Digital Services can reach us at:

orders@shotbolt.link

  • This is also our contact point for removal orders for terrorist content under Regulation (EU) 2021/784 and for orders from the Dutch ATKM under the Dutch act on child sexual abuse material online.
  • Languages: English and Dutch.
  • Messages to this address are processed automatically as they arrive, at any time of day. Every Shotbolt link named in the message (in the subject or the text of the email) is made inaccessible within minutes, and we are alerted. A person confirms and replies during working hours.
  • Please put the full link of each item (https://shotbolt.link/...) in the text of the email, not only in an attached document. Links that appear only in an attachment are found by a person, not within minutes.
  • Messages must come from an address whose domain passes email authentication (DMARC). Other messages are refused with a bounce, so the sender knows to use another route.

Contact point for users

If you use Shotbolt or saw something shared with it, email us at support@shotbolt.app. A person reads and answers every message, in English or Dutch.

To report a link, use the Report link on its page or the form at shotbolt.app/report: that is the fastest route.

Reporting illegal content

Anyone can report a Shotbolt link they believe is illegal or breaks our terms. The form asks for:

  1. The link (https://shotbolt.link/...). One report per link.
  2. The reason: child sexual abuse material; terrorist content; other illegal content; privacy (personal data shared without permission); copyright or other rights; malware or phishing; something else against our terms.
  3. An explanation of why the content is illegal or breaks our terms. If you can, name the law.
  4. Your name and email address. Not required when you report child sexual abuse material.
  5. A statement that you believe, in good faith, that the information in your report is accurate and complete.

The form uses Cloudflare Turnstile to keep out automated abuse. You never need to download or attach the content.

What happens next

  • If you gave an email address, we confirm that we received your report, with a report number.
  • A report of child sexual abuse material or terrorist content makes the link inaccessible at once, automatically, before anyone reads the report. The same happens when 3 different people report the same link. This pause can be undone if the report turns out to be wrong.
  • A person decides on every report, usually within 2 working days, and reports of child sexual abuse material and terrorist content first. We tell you the decision by email.
  • No one at Shotbolt views the reported content. We decide on the basis of your report and information about the link (its type, size, age and the account's history). This protects the people who handle reports and keeps our promise to users. So please explain clearly why the content is illegal.
  • If we remove the content, the link stops working, and for illegal content the same file cannot be uploaded again.
  • When a person has decided, the person who shared the link gets a statement of reasons. A removal for child sexual abuse material or terrorist content also stops the account from uploading; otherwise that happens at the second removal.

Child sexual abuse material. Do not download, copy, screenshot or forward the content to anyone, including us: doing so can itself be a crime. Report only the link. You can also report it to the Dutch hotline of Offlimits (Meldpunt Kinderporno) at meldpunt.offlimits.nl/en or to the police.

Someone in danger. If someone is in immediate danger, call 112. When a report or anything else makes us suspect a crime that threatens someone's life or safety, we inform the police.

Our own checks

We compare a fingerprint (hash) of every upload with the fingerprints of files we removed before as illegal. A match is refused without anyone viewing it.

Statements of reasons

When we remove or disable content, or suspend an account, we email the account owner a statement of reasons. It says:

  • what we did, to which link, and for how long;
  • whether we acted on a report, an order or our own check, and the facts we relied on;
  • whether automated means were used, for example an automatic pause when a report arrived;
  • the law, or the rule in our terms, we relied on, and why the content falls under it;
  • how to challenge the decision.

When we send it:

  • After a report: when a person has decided, not at the automatic pause. A person, and for child sexual abuse material the police, should be able to look before the person who shared the link is told.
  • After a pause for going over the monthly data limit: at once, because no reporter is involved.
  • After an order from an authority: once the authority allows. Authorities may ask us to keep a removal confidential for a while, and the order itself explains how to challenge it.

Challenging a decision

  • Ask us to look again. Reply to our email, or email support@shotbolt.app, within 6 months of the decision. We review it with what you send and answer within 14 days. If we were wrong, we restore the link, remove the strike and lift any suspension. This also works if you reported a link and disagree with our decision.
  • Out-of-court dispute settlement. You can go to a dispute settlement body certified by a Digital Services Coordinator. The European Commission lists them at digital-strategy.ec.europa.eu/en/policies/dsa-out-court-dispute-settlement. We take part in good faith.
  • Courts. You can always go to court.
  • Complaints about us. You can complain to the Dutch Digital Services Coordinator, the Autoriteit Consument & Markt (ACM), or to the Digital Services Coordinator in your own country.

Exemptions

Breukr is a micro enterprise as defined in Commission Recommendation 2003/361/EC. We therefore publish no yearly transparency report (DSA article 15(2)). If Shotbolt Link counts as an online platform, the additional duties for online platforms do not apply to us, except providing user numbers to authorities on request (DSA article 19).
